Basic qualification requirements:
1. Proof of registration or establishment of the Bidder, such as certificate of company registration or commercial registration, certificate of establishment or business registration, or other certificates issued by Chad government entities or institutions authorized by Chad government entities certifying that the supplier is lawfully established or registered. Or successful tenderer shall finish the registration in Chad and submit the registration certificate to OPIC AFRICA within seven (7) calendar days after bid awarding.
2. Business tax registration certificate, and business tax payment certificates.
Specific qualification and Technical requirements:
(A)The Bidder shall be evaluated as qualified if its submitted tender can fully meet the following qualification requirements.
1. Two(2) drilling Rig Equipment: Should be manufactured after January 1st, 2008. These supporting documents shall be issued by the manufacturer, no refurbish or remodel is allowed.
2. Two(2) service Rig Equipment: Should be manufactured after January 1st, 2008. These supporting documents shall be issued by the manufacturer, no refurbish or remodel is allowed.
3. Bidder shall have adequate experiences in carrying out land drilling services worldwide; the actual implementation of the bidder since January 1st, 2013 shall be no less than 7 wells that drilling depth reach at least 2500 m deep, in addition to no less than 5 wells that drilling depth reach at least 2700 m deep and no less than 2 wells that drilling depth reach at least 3100 m. Those supporting documents shall be issued by the client.
4. Bidder shall have adequate experiences in carrying out land completion services worldwide, the actual implementation of the bidder since January 1st, 2013 shall be no less than 10 wells that completion depth reach at least 2300 m deep, in addition to no less than 7 wells that completion depth reach at least 2400 m deep and no less than 3 wells that completion depth reach at least 3000 m. Those supporting documents shall be issued by the client.
For the joint tendering, tenderers who is in charge of the Drilling Rig Services (as specified in Part A of SCHEDULE 1) shall fulfill meet the third specific qualification requirements as abovementioned (shall joint or fulfill meet the first specific qualification requirements as abovementioned); tenderers who is in charge of Service Rig, Workover and Well Completion Services (as specified in Part B of SCHEDULE 1) shall fulfill meet the fourth specific qualification requirements as abovementioned. (shall joint or fulfill meet the second specific qualification requirements as abovementioned).
(B)Technical (Equipment) requirement: Refer to Scope of Work
The Bidder shall provide the questionnaire of minimum requirement as specified in the EXHIBIT I and attached with supporting documents/ vouchers for verification. The bidder shall meet the requirement set forth in the followings attachment of each service:
1. Drilling Rig Services: As specified in PART A of SCHEDULE 1.
2. Service Rig, Workover and Well Completion Services : As specified in PART B
of SCHEDULE 1.
3. Mud Services: As specified in PART C of SCHEDULE 1.
4. Cementing Services: As specified in PART D of SCHEDULE 1.
5. Coring Services: As specified in PART E of SCHEDULE 1.
6. Well Testing (DST) Services: As specified in PART F of SCHEDULE 1.
7. Oil Sample Analysis Services: As specified in PART G of SCHEDULE 1.
8. Casing Supplies Services: As specified in FORM H of SCHEDULE 5.
9. Drilling Bits Supplies Services: As specified in FORM I of SCHEDULE 5.
10. Wellhead Supplies Services: As specified in FORM J of SCHEDULE 5.
11. Civil Engineering Services: As specified in PART K of SCHEDULE 1
12. Water Well Engineering Services: As specified in PART L of SCHEDULE 1
13.Dewatering Waste Treatment Management Services: As specified in PART M of SCHEDULE 1
14. Directional Drilling Services: As specified in PART N of SCHEDULE 1
